Governance of the public budget in the Kingdom of Saudi Arabia

Abstract

A country's general budget is the important tool in drawing up its fiscal policy, which is reflected in development and achieves the country's strategic, social and economic goals. This study aims to clarify the role played by public budget governance in the Kingdom of Saudi Arabia in reducing the deficit and supporting sustainability, efficiency and effectiveness in spending and benefiting from surpluses and long-term planning, after reviewing the elements of governance and its impact on the public budget and benefiting from previous studies and international experiences in Check the efficiency and effectiveness of the general budget. It is well known that the Kingdom of Saudi Arabia is going through a stage of radical change and a major transformation in the economic and administrative aspects and the war on corruption, in which transparency and control are strengthened, financial and administrative corruption is reduced, spending efficiency and community participation are raised. The study reached some recommendations and that the general budget in the Kingdom of Saudi Arabia still needs a major reform project in the stages of budget and financial allocation, transparency and efficiency in spending, as the secret of this reform lies in the application of the concept of governance to the public budget in the Kingdom.
