Developing human capital in Palestinian local authorities under transformational leadership Case Study: Gaza Municipality

Abstract

The study aim to show the role of transformational leadership in developing human capital in Palestinian local authorities which applied for Gaza Municipality as a case study.  This study uses the descriptive analytical method and a questionnaire as a data collection tool، applied to a sample of 153 valid for analysis. The results showed that Gaza Municipality practices transformational leadership and human capital development strategies come in medium degree. Moreover، there are correlation relationship and statistically significant between transformational leadership dimensions (Idealized influence، intellectual stimulation، inspirational motivation، individual consideration) and the human capital development in Gaza Municipality. However، the results showed that the dimension of transformational leadership impact on the order (intellectual stimulation، Idealized influence، individual consideration) in human capital development but inspirational motivation has no impact. The study recommended further emphasis on the practices of transformational leadership، in addition to more attention to all strategies that can enhance the skills and capabilities of human capital in Gaza Municipality.
