Abstract

The current issues of the era are voluminous, and its contemporary issues are innumerable, and they necessitate the people of knowledge and scholarship to find legitimate solutions for them, and to show them the mandatory rulings, because Muslims are legally obliged to be aware of the rule of all their activities in terms of permissibility, prohibition and abhorrence, and in terms of Obligation and desirable, in terms of fitness, rottenness and nullity. And Muslims, whether they live in the West or the East, or anywhere, whether they are a majority, a minority, a community, or an individual who is obligated to apply the law of Allah Almighty to the end of their power, because of the blessed and exalted saying:" It is not for a believing man or a believing woman, when Allah and His Messenger have decided a matter, that they should [thereafter] have any choice about their affair. And whoever disobeys Allah and His Messenger has certainly strayed into clear error. .." ﴾[Al-Ahzab: 36] One of the important topics in this context is the Ruling on Delivering Salam Peace (Islamic salutation) and returning it to a Non-Muslim, as it is observed in our period that these societies and nations mingling with great mixes all over the world, and Muslims have become scattered everywhere in the countries of the West and others , As they amalgam with them and work with other people of other religions, and there is no doubt that they are embarrassed by refraining from starting the salutation, especially if the situation requires it, such as entering the non-Muslims in their homes or trades, and the alike. Accordingly, " As-Salaam-Alaikum," is the Arabic Islamic greeting meaning "Peace be with you," was the  normal and common greeting between followers of the People of Islam. The greeting was regularly positioned whenever and wherever Muslims assembled and intermingled, whether publically or within devotion and other circumstances. The purpose of this research is to give the reader a comprehensive picture of the Ruling on Delivering Salam Peace (Islamic salutation) and returning it to a Non-Muslim The definition of Salam in linguistically and technically, the legitimacy of its from the Qur'aan and the Sunnah of the Prophet and its rulings and the ruling of its delivery or its responding to non-Muslims and clarification of some points connected to this theme. And also the researcher try to deliberate the problem of ((Ruling on Conveying Salam Peace (Islamic salutation) and returning it to a Non-Muslim)) and the statement of some issues that are presented to the Muslim particularly in non-muslim societies, and other issues related to this topic.  The researchers, tried to study the views of the scholars, and presented them and their evidences, comparing and discussing them with what Allah opens to them. The modern world has witnessed many phenomena, which are not hidden to every sane individual, which was, discussed in this research article. At the end conclusion drawn from variant views of the scholars,and the main findings and recommendations have been given.
