Abstract

The study aimed to identify the foundations of the selection of leadership elites, and their impact on building administrative competencies for deans and heads of academic departments, under the quota system. The researcher used to achieve the goal; The descriptive analytical approach, using appropriate tools for collecting primary and secondary data, and appropriate statistical applications. The researcher reached a set of results and recommendations, the most important of which are: Most of the study sample (89%) agree that the university follows the methods of political quotas and quotas that depend on the geographical area, then the political quota system led to the creation of a competitive environment between departments and deanships, and created important expert support Among those authorized to work in leadership after selection, the research sample generally agrees to a medium degree that the procedures for selecting leadership elites (deans and heads of departments) are clear and based on the adequacy of organizational and personal skills, with an average of (64%)The average of the axes of the dependent variable (competence building) was (70%), and it indicates the agreement of most of the study sample members that there is a positive and actual construction of the administrative competencies of the individuals who are promoted, as well as the existence of a significant relationship at the level of significance (.000) by (428%). The researcher considers this relationship to be a weak positive relationship, but it is significant, and the study also showed that (28%) of the influence factors that were significant at a level of significance less than (5%) in building administrative competencies are due to the foundations of choosing the leadership elites and the rest of the effect is due to factors Others not addressed in the study, directly and mainly The study recommended a set of recommendations, the most important of which were: to work on making more effort in order to clarify the mechanisms through which leadership elites are attracted and selected, to choose more diversified and flexible strategies, to launch pioneering ideas, to disseminate successful experiences to other administrative circles in other institutions, and to benefit from the positive atmosphere In the development of competencies and entering the competition for international quality in the field of management and scientific research, and contributing to the promotion of the philosophy of social peace and the state of positive competition within the corridors of society in general.
